CPCB asked to inspect polluting industries in Greater Noida

CPCB asked to inspect polluting industries in Greater Noida

New Delhi: The National Green Tribunal has directed country's anti-pollution watchdog to inspect and initiate action against polluting industries in Greater Noida's Chhapraula Industrial Area.
A bench headed by Justice U D Salvi directed Central Pollution Control Board (CPCB) and Uttar Pradesh Pollution Control Board (UPPCB) to act against the illegal units operating in the area.
"State and Central Pollution Control Boards respectively shall inspect the area referred in the application and initiate action in accordance with law against the industries which have been particularly identified therein as operating without permission. The action taken report shall be placed before us on the next date of hearing," the bench said while fixing the matter for next hearing on May 11.
The tribunal's direction came while hearing a plea filed by Greater Noida resident Yogesh Nagar alleging large-scale pollution and contamination of ground water caused by industries in the Chhapraula Industrial Area.
During the hearing, Nagar said that polluting industries which he named in his plea are not in the list of the Pollution Control Board and they are "clandestinely" operating without any permission.
The plea filed through advocate Rahul Choudhary alleged that several industries located in Greater Noida have violated the Water (prevention and control of pollution) Act of 1974 and the Environment Protection Act of 1986.
The industries in this area are also extracting ground water without any permission resulting in fall in ground water table, Nagar claimed.
"The violation of these laws by several industries in the vicinity has led to severe health issues among the villagers because of cancer and other deadly diseases.
"Many residents of Bisrakh Block are suffering from deadly diseases like cancer, hepatitis, kidney stone and other kidney diseases, skin allergy, jaundice, cholera because of carcinogenic elements present in the ground water," the plea said.

With a newly-minted elite and an economic growth rate of over 10 percent, the environment has taken a backseat in China, the world’s most populous country. Growing pollution has led to unusable waterways, increased incidence of birth defects, and some of the dirtiest air on earth. It’s so nasty that there’s now a word for it: “smogpocalypse”.
With that said, China is not oblivious to its ecological impacts, and according to the Harvard Business Review “is taking this challenge much more seriously than others… doing things differently, making longer-term, sustained commitments that are much larger.” In 2010, China ranked as the world’s leading investor in low-carbon energy technology, which makes sense given national political leaders’ tendency to view clean energy as a great economic opportunity.

What Are Earthquake Hazards?
Earthquakes really pose little direct danger to a person. People can't be shaken to death by an earthquake. Some movies show scenes with the ground suddenly opening up and people falling into fiery pits, but this just doesn't happen in real life.
The Effect of Ground Shaking
The first main earthquake hazard (danger) is the effect of ground shaking. Buildings can be damaged by the shaking itself or by the ground beneath them settling to a different level than it was before the earthquake (subsidence).

Buildings can even sink into the ground if soil liquefaction occurs. Liquefaction is the mixing of sand or soil and groundwater (water underground) during the shaking of a moderate or strong earthquake. When the water and soil are mixed, the ground becomes very soft and acts similar to quicksand. If liquefaction occurs under a building, it may start to lean, tip over, or sink several feet. The ground firms up again after the earthquake has past and the water has settled back down to its usual place deeper in the ground. Liquefaction is a hazard in areas that have groundwater near the surface and sandy soil.


Buildings can also be damaged by strong surface waves making the ground heave and lurch. Any buildings in the path of these surface waves can lean or tip over from all the movement. The ground shaking may also cause landslides, mudslides, and avalanches on steeper hills or mountains, all of which can damage buildings and hurt people.
Ground Displacement
The second main earthquake hazard is ground displacement (ground movement) along a fault. If a structure (a building, road, etc.) is built across a fault, the ground displacement during an earthquake could seriously damage or rip apart that structure.

From Figure 4 you can tell that the San Andreas Fault is a right-lateral transverse (strike-slip) fault because the other side of the road (on the opposite side of the fault) has moved to the right, relative to the photographer's position.

Flooding
The third main hazard is flooding. An earthquake can rupture (break) dams or levees along a river. The water from the river or the reservoir would then flood the area, damaging buildings and maybe sweeping away or drowning people.

Tsunamis and seiches can also cause a great deal of damage. A tsunami is what most people call a tidal wave, but it has nothing to do with the tides on the ocean. It is a huge wave caused by an earthquake under the ocean. Tsunamis can be tens of feet high when they hit the shore and can do enormous damage to the coastline. Seiches are like small tsunamis. They occur on lakes that are shaken by the earthquake and are usually only a few feet high, but they can still flood or knock down houses, and tip over trees.
Fire
The fourth main earthquake hazard is fire. These fires can be started by broken gas lines and power lines, or tipped over wood or coal stoves. They can be a serious problem, especially if the water lines that feed the fire hydrants are broken, too. For example, after the Great San Francisco Earthquake in 1906, the city burned for three days. Most of the city was destroyed and 250,000 people were left homeless.

Most of the hazards to people come from man-made structures themselves and the shaking they receive from the earthquake. The real dangers to people are being crushed in a collapsing building, drowning in a flood caused by a broken dam or levee, getting buried under a landslide, or being burned in a fire.

How Are Earthquake Magnitudes Measured?

There are a number of ways to measure the magnitude of an earthquake. The first widely-used method, the Richter scale, was developed by Charles F. Richter in 1934. It used a formula based on amplitude of the largest wave recorded on a specific type of seismometer and the distance between the earthquake and the seismometer. That scale was specific to California earthquakes; other scales, based on wave amplitudes and total earthquake duration, were developed for use in other situations and they were designed to be consistent with Richter’s scale.


The Moment Magnitude Scale
Unfortunately, many scales, such as the Richter scale, do not provide accurate estimates for large magnitude earthquakes. Today the moment magnitude scale, abbreviated MW, is preferred because it works over a wider range of earthquake sizes and is applicable globally. The moment magnitude scale is based on the total moment release of the earthquake. Moment is a product of the distance a fault moved and the force required to move it. It is derived from modeling recordings of the earthquake at multiple stations. Moment magnitude estimates are about the same as Richter magnitudes for small to large earthquakes. But only the moment magnitude scale is capable of measuring M8 (read ‘magnitude 8’) and greater events accurately.
Magnitudes are based on a logarithmic scale (base 10). What this means is that for each whole number you go up on the magnitude scale, the amplitude of the ground motion recorded by a seismograph goes up ten times. Using this scale, a magnitude 5 earthquake would result in ten times the level of ground shaking as a magnitude 4 earthquake (and 32 times as much energy would be released). To give you an idea how these numbers can add up, think of it in terms of the energy released by explosives: a magnitude 1 seismic wave releases as much energy as blowing up 6 ounces of TNT. A magnitude 8 earthquake releases as much energy as detonating 6 million tons of TNT. Pretty impressive, huh? Fortunately, most of the earthquakes that occur each year are magnitude 2.5 or less, too small to be felt by most people.

Magnitude scales can be used to desribe earthquakes so small that they are expressed in negative numbers. The scale also has no upper limit, so it can describe earthquakes of unimaginable and (so far) unexperienced intensity, such as magnitude 10.0 and beyond.

The Mercalli Scale

Another way to measure the strength of an earthquake is to use the Mercalli scale. Invented by Giuseppe Mercalli in 1902, this scale uses the observations of the people who experienced the earthquake to estimate its intensity.

The Mercalli scale isn't considered as scientific as the Richter scale, though. Some witnesses of the earthquake might exaggerate just how bad things were during the earthquake and you may not find two witnesses who agree on what happened; everybody will say something different. The amount of damage caused by the earthquake may not accurately record how strong it was either.


Some things that affect the amount of damage that occurs are:
  • the building designs,
  • the distance from the epicenter,
  • and the type of surface material (rock or dirt) the buildings rest on.
Different building designs hold up differently in an earthquake and the further you are from the earthquake, the less damage you'll usually see. Whether a building is built on solid rock or sand makes a big difference in how much damage it takes. Solid rock usually shakes less than sand, so a building built on top of solid rock shouldn't be as damaged as it might if it was sitting on a sandy lot.

A 7.5-magnitude earthquake has struck 80km east of the city of Pokhara, Nepal, the US Geological Survey said. Some buildings have reportedly collapsed in the capital, Kathmandu. Witnesses say that the tremors were also felt in India.

There have been no official reports of damage or injuries. However, Reuters witness said some buildings in Kathmandu had collapsed.
The quake was at a depth of 31km.
Some tremors were reportedly felt in some cities in northern India, including the capital, New Delhi, witnesses told Reuters.

This table shows that a magnitude 7.2 earthquake produces 10 times more ground motion than a magnitude 6.2 earthquake, but it releases about 32 times more energy. The energy release best indicates the destructive power of an earthquake. 
The USGS estimates that several million earthquakes occur in the world each year. Many go undetected because they hit remote areas or have very small magnitudes. The NEIC now locates about 50 earthquakes each day, or about 20,000 a year.
As more and more seismographs are installed in the world, more earthquakes can be and have been located. However, the number of large earthquakes (magnitude 6.0 and greater) has stayed relatively constant.

Before an Earthquake

The following are things you can do to protect yourself, your family and your property in the event of an earthquake.
  • To begin preparing, you should build an emergency kit and make a family communications plan.
  • Fasten shelves securely to walls.
  • Place large or heavy objects on lower shelves.
  • Store breakable items such as bottled foods, glass, and china in low, closed cabinets with latches.
  • Fasten heavy items such as pictures and mirrors securely to walls and away from beds, couches and anywhere people sit.
  • Brace overhead light fixtures and top heavy objects.
  • Repair defective electrical wiring and leaky gas connections. These are potential fire risks. Get appropriate professional help. Do not work with gas or electrical lines yourself.
  • Install flexible pipe fittings to avoid gas or water leaks. Flexible fittings are more resistant to breakage.
  • Secure your water heater, refrigerator, furnace and gas appliances by strapping them to the wall studs and bolting to the floor. If recommended by your gas company, have an automatic gas shut-off valve installed that is triggered by strong vibrations.
  • Repair any deep cracks in ceilings or foundations. Get expert advice if there are signs of structural defects.
  • Be sure the residence is firmly anchored to its foundation.
  • Store weed killers, pesticides, and flammable products securely in closed cabinets with latches and on bottom shelves.
  • Locate safe spots in each room under a sturdy table or against an inside wall. Reinforce this information by moving to these places during each drill.
  • Hold earthquake drills with your family members: Drop, cover and hold on.

Know the Terms

Familiarize yourself with these terms to help identify an earthquake hazard:
Aftershock - An earthquake of similar or lesser intensity that follows the main earthquake.
Earthquake - A sudden slipping or movement of a portion of the earth's crust, accompanied and followed by a series of vibrations.
Epicenter - The place on the earth's surface directly above the point on the fault where the earthquake rupture began. Once fault slippage begins, it expands along the fault during the earthquake and can extend hundreds of miles before stopping.
Fault - The fracture across which displacement has occurred during an earthquake. The slippage may range from less than an inch to more than 10 yards in a severe earthquake.
Magnitude - The amount of energy released during an earthquake, which is computed from the amplitude of the seismic waves. A magnitude of 7.0 on the Richter Scale indicates an extremely strong earthquake. Each whole number on the scale represents an increase of about 30 times more energy released than the previous whole number represents. Therefore, an earthquake measuring 6.0 is about 30 times more powerful than one measuring 5.0.
Seismic Waves - Vibrations that travel outward from the earthquake fault at speeds of several miles per second. Although fault slippage directly under a structure can cause considerable damage, the vibrations of seismic waves cause most of the destruction during earthquakes.

Drop, cover and Hold On. Minimize your movements to a few steps to a nearby safe place and if you are indoors, stay there until the shaking has stopped and you are sure exiting is safe.

If Indoors

  • DROP to the ground; take COVER by getting under a sturdy table or other piece of furniture; and HOLD ON until the shaking stops. If there isn’t a table or desk near you, cover your face and head with your arms and crouch in an inside corner of the building.
  • Stay away from glass, windows, outside doors and walls, and anything that could fall, such as lighting fixtures or furniture.
  • Stay in bed if you are there when the earthquake strikes. Hold on and protect your head with a pillow, unless you are under a heavy light fixture that could fall. In that case, move to the nearest safe place.
  • Do not use a doorway except if you know it is a strongly supported, load-bearing doorway and it is close to you. Many inside doorways are lightly constructed and do not offer protection..
  • Stay inside until the shaking stops and it is safe to go outside. Do not exit a building during the shaking. Research has shown that most injuries occur when people inside buildings attempt to move to a different location inside the building or try to leave.
  • DO NOT use the elevators.
  • Be aware that the electricity may go out or the sprinkler systems or fire alarms may turn on.

If Outdoors

  • Stay there.
  • Move away from buildings, streetlights, and utility wires.
  • Once in the open, stay there until the shaking stops. The greatest danger exists directly outside buildings, at exits and alongside exterior walls. Many of the 120 fatalities from the 1933 Long Beach earthquake occurred when people ran outside of buildings only to be killed by falling debris from collapsing walls. Ground movement during an earthquake is seldom the direct cause of death or injury. Most earthquake-related casualties result from collapsing walls, flying glass, and falling objects.

If in a Moving Vehicle

  • Stop as quickly as safety permits and stay in the vehicle. Avoid stopping near or under buildings, trees, overpasses, and utility wires.
  • Proceed cautiously once the earthquake has stopped. Avoid roads, bridges, or ramps that might have been damaged by the earthquake.

If Trapped Under Debris

  • Do not light a match.
  • Do not move about or kick up dust.
  • Cover your mouth with a handkerchief or clothing.
  • Tap on a pipe or wall so rescuers can locate you. Use a whistle if one is available. Shout only as a last resort. Shouting can cause you to inhale dangerous amounts of dust.

Designing Safe House in an Earthquake Prone Area
India on account of unique geo-physical setting is highly prone to earthquakes of varying intensities. The country has faced several devastating earthquakes in the past resulting in a large number of deaths and severe property damage. During the last century, five earthquakes measuring M8 or more had struck different parts of the country; Great Assam earthquake (1897), Kangra earthquake (1905), Bihar-Nepal earthquake (1934), Andaman-Nicobar earthquake (1941) and Assam earthquake (1950) had caused untold misery to the affected community and enormous damage to infrastructure and public and private property. In the recent years damaging earthquakes had been experienced in different parts of the country (Table 1) e.g. Assam (1988) M7.2, Bihar- Nepal (1988) M6.5, Uttarkashi (1991) M6.6, Latur (1993) M6.4, Jabalpur (1997) M6.0, Chamoli (1999) M6.8 and Bhuj (2001) M6.9. Some of the earthquake events (Muzaffarabad earthquake, 2005 M7.6; Great Sumatra earthquake, 2004 M9.1), which did occur outside Indian Territory, had a very severe bearing on the nation as well. Table -1, shows region wise frequency of occurrence of earthquakes for last 110 years.
Seismic Zoning
The country has been classified into different zones indicating the intensity of damage or frequency of earthquake occurrences. These zoning maps indicate broadly the seismic coefficient that could generally be adopted for design of buildings in different parts of the country. These maps are based on subjective estimates of intensity from available information on earthquake occurrence, geology and tectonics of the country. The Indian seismic zoning is a continuous process which keeps undergoing changes as more and more data on occurrence of earthquakes becomes available.
Considering the recorded history of earthquakes in the country, seismologists have classified 59% of the land mass of India as prone to earthquakes of different magnitudes - 11% in very high risk zone V, 18% in high risk zone IV and 30% moderate risk zone III. The capital cities of Guwahati and Srinagar are located in seismic zone V, while national capital of Delhi is in zone IV and the mega cities of Mumbai, Kolkata and Chennai are in zone III. 38 cities with population of half a million and above each and a combined population of million are located in these three regions.

Due to the state of the roads the limited material available for Search and Rescue, the rescue operation will get into big difficulties until daylight. We have NO REPORT YET from the direct epicenter. Roads towards the hardest hit villages will almost certainly have been devastated and are at no use for rescue personnel. Update 09:22 UTC : Reports are reaching us that the Base Camp of Mount Everest has been damaged seriously. Some people (number unsure have been killed – to be reconfirmed)
Update 09:20 UTC : As many as 10 people were killed in Nepal’s picturesque Pokhara area. If we overlook the situation we can tell that at this moment we have certainty that at least 100 people were killed during this earthquake. This count has not 1 person from the direct epicenter area.

Update : Cell phone service is paralyzed throughout Nepal (Tamil news). Strong aftershocks are expected. In fact a M5.5 just happened a few minutes ago. Also aftershocks are expected to be more devastating.
Update : Dr. James Daniel has put all data in his theoretical model and expects in between 1400 and 7500 fatalities. To be trusted shaking intensities are still missing so these numbers are still raw estimates.

  • Kanpur - Since we were already outside in the park after the first quake, the effect of this one was less. I could still feel the tremors beneath my feet as it lasted for less than 10 seconds

  • Dhaka - i did not see any damage. it was 12:14 pm in Bangladesh, i am staying at the 3rd floor of an six storeyed building. it lasted for more than a minute.

  • Dhaka - I was in hotel room on the 18th floor, the room shaked like a small boat on ocean. Nothing is damage.
  • Naogaon - We felt that our apprtment building was moving from side to side. People from all homes in the building ran out. The water in the pond next to the house was moving from side to side as well. The shaking lasted for several minutes. When it calmed down, everybody went in, but ran out again after 15-20 min when it shaked again, this time a bit less and for a shorter time. This happened right after noon Bangladeshi time 25.4.2015
  • Dhaka - I am on 4th floor - slow gentle rocking for over a minute - I left and went to the Lobby - as ever, really crowded and nobody else seemed aware. This is a big well-built structure and it moved plenty.
  • Dhaka - I was able to feel it sitting on my bed. All fans, chandeliers, etc. began to shake. Felt building moving when trying to run downstairs. No damage done personally but there has been damage to several buildings around Dhaka.

  • Dhaka - Dhaka - was sitting in my bed with my laptop, sudden i felt the shake vibrated my bed, as i thought that i am in giddy and tidy.....after few seconds, the tremor again shook too strong that my bed shaking like a baby cradle; chairs-tables, cupboard, kitchen crockery, vases shaking; fans and ceiling lamps hanging and in outside buildings are in cradle mode....thousands of residents rushed out of their homes....what a nice earthquake i have ever felt....

    An earthquake measuring 7.9 magnitude struck 80 km (50 miles) east of Pokhara in Nepal on Saturday, about half way between the town and the capital Kathmandu, the US Geological Survey said, and witnesses said some buildings in Kathmandu had collapsed.
    The massive earthquake killed nearly 1,900 people, flattened buildings and triggered a deadly avalanche on Mount Everest.
    Tremors were also felt in north and east India.

    Rains Predicted Over Nepal and Eastern Parts of India even as another Earth Quake of 6.8 Magnitude Occured today with its Epicenter 65 Kms East of Kathmandu

    Another Earth quake occurred today of 6.8 magnitude around 12.39 pm IST (Indian Standard Time) at a depth of 10 Km with its Epicentral Region located in Nepal about 65 Km east of Kathmandu. Its Latitude and Longitude are 27.71 N and 85.91 E respectively.

    Effects of this earthquake were also severely felt in all northern and central parts of India including in the capital city of New Delhi.

    Within ten minutes of occurrence of the quake the Indian Tsunami Early Warning Center (ITEWC) of INCOIS- Indian National Center for Ocean Information Services gave details of the epicenter and the magnitude of the quake.

    Meanwhile the Weather Forecasting Center of the Indian Meteorological Department has predicted fairly widespread rain/ thundershower activity over Nepal during next 24 hours. The activity is most likely to become widespread on 27 and 28 April with possibility of isolated heavy thunderstorm activity, particularly over eastern part of Nepal. Similar weather is also predicted for Kathmandu. It has been suggested that precaution be taken against the above weather and also due to possibility of landslides at vulnerable sites.

    Sub-Himalayan West Bengal & Sikkim would also experience fairly widespread to widespread rain/thundershower activity during next 3 days with possibility of isolated heavy thunderstorm. Scattered thunderstorm activity over Bihar and isolated over East Uttar Pradesh would also occur during next 2-3 days.

    Incentivizing Domestic Production of Fertilizers
                A study was got conducted on the impact of Nutrition Based Subsidy (NBS) Policy by Department of Fertilizers through M/s Ernst & Young.  Some of the important findings/recommendations are as under:

    (i)                 Overall subsidy burden from P&K fertilizers has declined.
    (ii)               The availability of P&K fertilizers has improved.
    (iii)             There has been significant increase in prices payable by farmers for P&K fertilizers.
    (iv)             The consumption of DAP and MOP has declined. However, it has increased significantly for SSP.
    (v)               Significantly low price of Nitrogen has led to increase in gap between prices of N vis-a-vis P&K, thus resulted in the imbalanced use of Fertilizers.
    (vi)             The MRPs of P&K fertilizers must be reasonable and to secure supplies of P&K fertilizers, strategic investment should be made by the Indian players in mines abroad by creating ‘sovereign fund’.

                Department of Fertilizers had received twelve proposals for setting up of Revamp, Expansion, Revival and Greenfield plants based on the New Investment Policy (NIP) - 2012.  Interest shown by the project proponents has been noted by the Department of Fertilizers.  The project proponents have been directed to furnish the required Bank Guarantee to the Department of Fertilizers after securing financial closure for the project but will before finalization of the LSTK/EPCA contractor. 


                The final Cabinet Committee on Economic Affairs (CCEA) Note to amend the NIP-2008 and to establish a Unified Pricing Formula in order to incentivize domestic production of urea beyond re-assessed capacity from existing urea units which have taken revamp under NIP-2008 has been sent to CCEA for approval.

                Department of Agriculture assesses requirement of fertilizers every cropping season and for this purpose, organizes Zonal Conferences before every cropping season.  Requirement of fertilizers depends upon cropping pattern, cropped area, requirement of nutrients in soil as per soil health status and recommended doses, irrigated area, consumption pattern and accordingly States make an initial projection based on these factors. Thereafter, requirement is finalized in Zonal Conferences in consultation with Stakeholders namely States, Department of Fertilizers, Lead Fertilizer Suppliers and Fertilizer Association of India (FAI) etc. 

                This information was given by the Minister of State for Chemicals & Fertilizers Shri Hansraj Gangaram Ahir in reply to an unstarred question  in the Rajya Sabha today.
