SME Times News Bureau | 28 Dec, 2013 President Pranab Mukherjee Friday said India needed to change its agricultural and industrial practices to reduce toxicity in food, water and environment. Speaking at the inaugural function of a five-day-long 37th Indian Social Science Congress-2013 at Aligarh Muslim University in Aligarh, Mukherjee stressed on seriously considering the conservation of bio-diversity and natural resources. "Our relations with nature should be guided by the principles of reciprocity, limitation, cooperation and sustainability. The fertility of our soil needs to be restored without further delay. We need to change agricultural and industrial practices in order to reduce the toxicity in food, water and environment," he said. "It is important that our country growsin harmony with nature. Conservation of bio-diversity and natural resources merits a serious consideration," he added. Emphasizing on the need to conserve water, Mukherjee said despite water on its surface, Earth has only one percent drinking water, a large quantity of which is polluted. Moreover, rivers are drying and ground water is being over-exploited. "So, we need to conserve and replenish our water resources," he said. The president further said that climate change was a threat but also a unique opportunity to work together. "As a developing country on the frontlines of climate vulnerability, India has a vital stake in the evolution of a successful, rule-based, equitable and multilateral response to climate change," he said. |

Road Safety WeekRaod safety week is celebrated with the great joy and enthusiasm every year in India at many places such as Delhi, Bangalore, Mumbai, Chennai, Kolkata, Baroda, Vadodara, Pune, Bhubaneswar, Hyderabad, Chandigarh and etc. People are encouraged about how to drive on road by organising variety of programmes related to the road safety.
During the whole week celebration of this campaign, variety of educational banners, safety posters, safety films, pocket guides and leaflets related to the road safety are distributed to the on road trevellers. They get motivated about the road safety while trevelling on road means having planned, well-organized and professional way travelling. People who travel in unprofessional way are requested to use road safety measures and follow traffic rules by giving them roses.

Road safety week 2014 would be celebrated in India from 2nd of January (Thursday) to the 7th of January (Tuesday).How the Road Safety Week is Celebrated
Road safety week is celebrated by performing the following activities:
- Road safety leaflets including roses, chocolates and flowers are distributed to the travellers on the road.
- commuters are also explained about the methods and necesseities of the road safety means they must understand the use of helmets or seat belts while driving on the road or anywhere.
- Various painting and drawing competitions, road safety announcements, exhibitions, road rules test, girls scooter rally to encourage the use of helmets, debates on road safety at the All India Radio, workshops, seminar and etc activities are organized.
- Free medical chek up camps and driving training workshops are organizzed for the drivers to encourage them towards the road safety.
- Road safety quiz compititions are also organized to promote people about road safety.
- Traffic safety games including card games, puzzles, board games and etc are organized to educate school children about road safety.
Celebrating the road safety campaign was initiated by the ISS India HSE (Health Safety and Environment) in order to make people aware about the national road safety in the Indian subcontinent. ISS India had declared to celebrate the Road Safety Week all through the country in the first week of the month of January. The aim of this campaign was to emphasize and accentuate people about the need of safe roads travel by applying just simple rules.
According to the information, it has been noted that approximately one lakh people are getting killed per year in the road accidents. Or some of them become sufferer of the life threatening problems such as mental trauma, loss of memory, loss of hand or legs and so many for the whole life. Such situations specially in India increases the importance and necessity of the road safety measures. India has a very huge population of the road travellers such as two wheelers, four wheelers on the road, thats why they must know the road safety.
It also need efforts from different stakeholders such as the community, transport sector, insurance sector, health sector, police, legal sector, educational institutions, highway engineers, vehicle manufacturers, public agencies, NGOs and etc. Students are given a big oppurtunity to be participated in the road safety week programme as to change something, youths of the country must understand first.
Road Safety Week Themes
- The theme for road safety week celebration 2013 was “Stay Alive, don’t drink and drive” to increase awareness among people against the drunken driving.
- The theme for road safety week celebration 2011 was “Road Safety A Mission, Not Intermission”.
- The aim of celebrating the campaing road safety week is to promote the road safety measures in the community, schools, colleges, work places, on roads and etc.
- To decrease and completely remove out the road accidents, road accident death and injury cases by applying the road safety measures.
- To encourage all the travellers to follow the traffic rules and wear helmets and seat belts while driving.
- To implement the new preventative measures which are proved to lessen the risk of road accidents, death or injury.
- To aware the people about the speed limit of the vehicles to prevent road accidents.
- To maintain the speed and required distance from other vehicles
- To aware people that do not drink, do not drive when tired and do not use phones or radios while driving.

Road Regulations
The Rules Of The Road Regulations was brought into effect from July 1, 1989. It serves as a basic guide for the Indian driver, showcasing the rules which he has to follow, while on the roads. It deals with basic facts such as overtaking, traffic signals, Towing, speed limits, the necessary documents to be carried while driving and other such neglected, but imperative points nonetheless.
1. Short Title And Commencement
(a) These regulations may be called the Rules Of The Roads Regulations, 1989.
(b) They shall come into force from July 1, 1989.
2. Keep Left
The driver of a motor vehicle shall drive the vehicle as close to the left side of the road as may be expedient and shall allow all traffic which is proceeding in the opposite direction to pass on his left hand side.
3. Turning to Left And Right
The driver of a motor vehicle shall:
-- when turning to the left, drive as close as maybe to theleft hand side of the road from which he is making the turn and of the road which he is entering.
-- when turning to the right draw as near as near as may be to the centre of the road which the driver is entering.
4. Passing To The Right
Except as provided in regulation 5, the driver of a motor vehicle shall pass to the right of all traffic proceeding in the same direction as himself.
5. Passing To The Left
The driver of a motor vehicle may pass to the left of a vehicle, the driver of which having indicated an intention to turn to the right has drawn to the centre of the road and may pass on either side, a tram car or other vehicle running on fixed rails whether travelling in the same direction as himself or otherwise provided that in no case shall he pass a tram car at a time or in a manner likely to cause danger or inconvenience to other users of the road including persons leaving or about to enter tram cars.
6. Overtaking Prohibited In Certain Cases
The driver of a motor vehicle shall not pass a vehicle travelling in the same direction as himself:
(a) if his passing is likely to pass inconvenience or danger to other traffic proceding in any direction;
(b) if he is near a point, a bend or corner or a hill or other obstructionof any kind that renders the road ahead not clearly visible;
(c) if he knows that the driver who is following him has not signalled that he may be overtaken.
7. Overtaking Not To Be Obstructed.
The driver of a motor vehicle shall not, when being overtaken or being passed by another vehicle, increse speed or do anything in any way to prevent the other vehicle from passing him.
8. Caution At Road Guide
The driver of a motor vehicle shall slow down when approaching a road intersection, a road guide, pedestrian crossing or a road corner, and shall not enter any such intersection, guide or crossing until he has become aware that he may do so without endangering the safety of persons thereon.
9. Giving Way To Traffic At Road Guide
The driver of a motor vehicle shall, on entering a road interjection at which traffic is not being regulated, if the road entered is a main road designated as such, give way to the vehicles proceeding along the road, and in any other case give way to all traffic approaching to the intersection on his right hand.
10. Fire Service Vehicles And Ambulances To Be Given Free Passage
Each driver shall on the approach of a fire service vehicle or an ambulance allow it free passage by drawing it to the side of the road.

No driver shall take a 'U' turn where 'U' turn is especially prohibited and on a busy traffic road. If a 'U' turn is allowed the driver shall slow signal by hand as for a right turn, watch in the rear view mirror and turn when safe to do so.
13. Signals To Be Given By Drivers
The following signals shall be used by drivers of all motor vehicles namely :-
(a) When about to slow down, a driver shall extend his right arm with the palm downward and to the right of the vehicle and shall move the arm so extended up and down several times in such a manner that the signal can be seen by the driver of any vehiclewhich maybe behind him.
(b) When about to stop, the driver shall raise his right forearm vertically outside of and to the right of the vehicle, palm to the right.
(c) When about to turn to the right or to drive to the right hand sideof the road in order to pass another vehicle or for any other purpose, a driver shall extend his right hand in a horizontal position outside of and to the right of his vehicle with the palm of the hand turned to the front.
(d) When about to turn to the left or to drive to the left to the left hand side of the road a driver shall extend his right arm and rotate it in an anticlockwise direction.
(e) When a driver wishes to indicate to a driver of a vehicle behind him that he desires to overtake him he shall extend his right hand and arm horizontally outside of and to the right of the vehicle and shall bring the arm backward and forward in a semi- circular motion.
14. Direction Indicator
The signals referred to in regulation 12, may be simplified also by mechanical or electrical devices.
15. Parking Of The Vehicle
(a) Every driver of a motor vehicle parking on any road shall park in such a way that it does not causeor is not likely to cause danger, obstruction or undue in convenience to other roadusers and if the manner of parking is indicated by any sign board or markings on the road side, he shall park the vehicle in such a manner.
(b) A driver of a motor vehicle shall not park his vehicle:-
(i) at or near a road crossing, a bend, top of a hill or a humpbacked bridge;
(ii) on a footpath;
(iii) near a traffic light or pedestrian crossing;
(iv) in a main road or one carrying fast vehicle;
(v) opposite another parked vehicle or as obstruction to other vehicle;
(vi) alongside another parked vehicle;
(vii) on roads or at places where there is a continuous white line with or without a broken line;
(viii) near a bus stop, school or hospital entrance or blocking a traffic sign or entrance to a premises or a fire hydrant;
(ix) on the wrong side of the road;
(x) where parking is prohibited;
(xi) away from the edge of the footpath.
16. Visibility Of Lamps And Registeration Marks
(a) No load or other goods shall be placed on any motor vehicle so as to mark or otherwise interrupt vision of any lamp, registeration mark or any other mark required to be carried by or exhibited on any motor vehicle by or under the Act, unless a duplicate of the lamp so marked or otherwise obscured is exhibited in the manner required by or under the Act for the exhibition of the marked or obscured lamp or mark.
(b) All registeration and other marks required to be exhibited on a motor vehicle by or under the Act shall at all times be maintained in a clear and legible condition.
17. One Way Traffic
A driver shall not
(i) drive a motor vehicle on road declared 'One-Way' except in the direction specified by sign boards;
(ii) drive a vehicle in a reverse direction into a road designated 'One Way'.
18. Driving On Channelised Roads ( Lane Traffic)
(a) Where any road is marked by lanes for movement of traffic, the driver of a motor vehicle shall drive within the lane and change the lane only after giving proper signal.
(b) Where any road is marked by a yellow line dividing road, vehicles proceeding in the same direction trying to ovrtake each other shall not cross the yellow line.
19. Stop Sign On Road Surface
(a) When any line is painted on or inlaid into the surface of any road at the approach to the road guide or to a pedestrian crossing or otherwise, no driver shall drive a motor vehicle shall any part thereof projects beyond that line at any time when a signal to stop is being given by thr Police Officer or by means of traffic control light or by display of any traffic sign.
(b) A line for the purpose of this regulation shall not be less than 50 millimetres in width at any part and may be either in white, black or yellow.
20. Towing
(a) No vehicle other than a mechanically disabled motor vehicle or incompletely assembled motor vehicle, a registered trailer or a side car, shall be drawn or Towed by any motor vehicle, except for purposes of delivery and to the nearest filling station or garage.
(b) No motor vehicle shall be drawn or Towed by any other motor vehicle unless there is in the driver's seat of the motor vehicle being drawn or Towed a person holding a licence authorising him to drive the vehicle or unless the steering wheels of the motor vehicle being Towed, are firmly and securely supported clear of the road surface by some crane or other device on the vehicle which is drawin or Towing it.
(c) When a motor vehicle is being Towed by another motor vehicle the clear distance between the rear of the front vehicle and the front of the rear vehicle shall at no time exceed five metres. The Tow ropes, or chains shall be of a type-easily distinuishable by other road users and there shall be clearly displayed on the rear of the vehicle being Towed in black letters not less than seventy - five mllimetres high and on a white background the words 'ON Tow'.
(d) No motor vehicle when Towing another vehicle other than a trailer or a sidecar shall be driven at a speed exceeding twenty- four kilometres per hour.
11. Right Of Way

21 - Use Of Horns And Silence Zones
A driver of a vehicle shall not :
(i) sound the horn needlessly or continuously or more than necessary to to ensure safety;
(ii) sound the horn in silence zones;
(iii) make-use of a cut-out by which gases are released other than through the silencer;
(iv) fit or use any munitioned horn giving a harsh, shrill, loud or alarming noise;
(v) drive a vehicle creating undue noise when in motion;
(vi) drive a vehicle with a muffler causing alarming sound.
22. Traffic Signs And Traffic Police
A driver of a motor vehicle and every other person using the road shall obey :-
(a) every direction given, whether by signal or otherwise, by a police officer or any authorised person for the time being incharge of the regulations of traffic;
(b) any direction applicable to him and indicated on or by notice, traffic sign or signal fixed or operated by an authority, competent to do so;
(c) any direction indicated by automatic signalling devices fixed at road intersections.
23. Distance From Vehicles In Front
The driver of a motor vehicle moving behind another vehicle shall keep at a sufficient distance from that other vehicle to avoid collision if the vehicle in front should suddenly slow down or stop.
24. Abrupt Brake
No driver of a vehicle shall apply brake abruptly unless it is necessary to do so for safety reasons.
25. Vehicles Going Uphill To Be Given Precedence
On mountain roads and steep roads, the driver of a motor vehicle travelling down the hill shall give precedence to a vehicle going uphill wherever the road is not sufficiently wide to allow the vehicles to pass each other freely without danger, and stop the stop the vehicle to the side of the road in order to allow any vehicle proceeding uphill to pass.
26. Obstruction Of Driver
A driver of a motor vehicle shall not allow any person to stand or sit or anything to be placed in such a manner or position as to hamper his control of the vehicle.
27. Speed TO Be Restricted
The driver of a motor vehicle shall, when passing a meeting or procession or a body of troops or police on the march or when passing workmen engaged on road repair, drive at a speed not exceeding 25 kilometres an hour.
28. Driving Of Tractors And Goods Vehicles
A driver when driving a tractor shall not carry or allow any personto be carried on the tractor. A driver of a goods carriage shall not carry in the the driver's cabin more numbers of persons than that mentioned in the registeration certificate and shall not carry passengers for hire or reward.
29. Projection Of Loads
No person shall drive in any public place any motor vehicle which is loaded in a manner likely to cause danger to any person in such a manner that the load or any part thereof or anything extends literally beyond the side of the body or to the front or to rear or in height beyond the permissible limit.
30. Restriction To Carriage
Except for the fuel and the lubricants necessary for the use of the vehicle, no explosive. highly flammable or otherwise dangerous substance shall be otherwise carried on any public service vehicle.
31. Restrictions ON Driving Backwards
No driver of a motor vehicle shall cause the vehicle to be driven backwards without first satisfying himself that he will not thereby cause danger or undue inconvenience to any other person or in any circumstances, for any greater distance or period of time than maybe reasonably necessary in order to turn the vehicle round.
32. Production Of Document
A person driving a vehicle-
(i) shall always carry with him his driving licence; certificate of registeration; certificate of taxation and certificate of insurance of the vehicle and in case of transport vehicle the permit and witness certificate also;
(ii) shall on demand by ppolice officer in uniform or an officer of the Motor Vehicle Department in uniform or any other officer authorised by the Government, produce the documents for inspection.
33. Every driver must be conversant with the provisions of Sections 112, 113, 121, 122, 125, 132, 134, 185, 186, 194, 207 of the Motor Vehicle Act, 1988.
A driver of a vehicle shall not :
(i) sound the horn needlessly or continuously or more than necessary to to ensure safety;
(ii) sound the horn in silence zones;
(iii) make-use of a cut-out by which gases are released other than through the silencer;
(iv) fit or use any munitioned horn giving a harsh, shrill, loud or alarming noise;
(v) drive a vehicle creating undue noise when in motion;
(vi) drive a vehicle with a muffler causing alarming sound.
22. Traffic Signs And Traffic Police
A driver of a motor vehicle and every other person using the road shall obey :-
(a) every direction given, whether by signal or otherwise, by a police officer or any authorised person for the time being incharge of the regulations of traffic;

On mountain roads and steep roads, the driver of a motor vehicle travelling down the hill shall give precedence to a vehicle going uphill wherever the road is not sufficiently wide to allow the vehicles to pass each other freely without danger, and stop the stop the vehicle to the side of the road in order to allow any vehicle proceeding uphill to pass.
26. Obstruction Of Driver
A driver of a motor vehicle shall not allow any person to stand or sit or anything to be placed in such a manner or position as to hamper his control of the vehicle.
27. Speed TO Be Restricted
The driver of a motor vehicle shall, when passing a meeting or procession or a body of troops or police on the march or when passing workmen engaged on road repair, drive at a speed not exceeding 25 kilometres an hour.
28. Driving Of Tractors And Goods Vehicles
A driver when driving a tractor shall not carry or allow any personto be carried on the tractor. A driver of a goods carriage shall not carry in the the driver's cabin more numbers of persons than that mentioned in the registeration certificate and shall not carry passengers for hire or reward.
29. Projection Of Loads
No person shall drive in any public place any motor vehicle which is loaded in a manner likely to cause danger to any person in such a manner that the load or any part thereof or anything extends literally beyond the side of the body or to the front or to rear or in height beyond the permissible limit.
30. Restriction To Carriage
Except for the fuel and the lubricants necessary for the use of the vehicle, no explosive. highly flammable or otherwise dangerous substance shall be otherwise carried on any public service vehicle.
31. Restrictions ON Driving Backwards
No driver of a motor vehicle shall cause the vehicle to be driven backwards without first satisfying himself that he will not thereby cause danger or undue inconvenience to any other person or in any circumstances, for any greater distance or period of time than maybe reasonably necessary in order to turn the vehicle round.
32. Production Of Document
A person driving a vehicle-
(i) shall always carry with him his driving licence; certificate of registeration; certificate of taxation and certificate of insurance of the vehicle and in case of transport vehicle the permit and witness certificate also;
(ii) shall on demand by ppolice officer in uniform or an officer of the Motor Vehicle Department in uniform or any other officer authorised by the Government, produce the documents for inspection.
33. Every driver must be conversant with the provisions of Sections 112, 113, 121, 122, 125, 132, 134, 185, 186, 194, 207 of the Motor Vehicle Act, 1988.
The owner/driver of the vehicle must report the accident to the nearest police station within 24 hours, and also to his insurance company in the event of an accident.
The driver of a vehicle involved in an auto accident that has caused injury or damage to any person, animal, vehicle or property should render all possible assistance to the injured and report the matter to the nearest police station within 24 hours.
If the accident involves a vehicle carrying dangerous good (oil tankers, chemical carriers, etc.) it is advisable to keep everyone away. Do not let anyone smoke within 100 metres. Take emergency action as per the information displayed on the vehicle.
You should offer medical assistance. If the person refuses, attempt to obtain in writing that he/she does not wish to receive medical attention. Note down the names and addresses of the witnesses and registration numbers of the vehicles passing by. They may be useful in case of legal complications later.
Note down the name of the policeman who comes on the scene.
Engage a vehicle in neutral gear when Towing it. If its transmission system has failed, and the gear is stuck, the axle shafts should be removed.
Use the parking brake to control your vehicle if the brake has failed. Use hazard-warning lamps for giving clear indications to other road users.

It is imperative that person(s) who are trapped are removed.
It is necessary to prevent fire or obstruction to public.
You should avoid handling the injured unless it is necessary as a life-saving measure.
Also avoid getting into arguments with the other party and/or witnesses.

NEW DELHI: The new environment minister, Saurabh Bhardwaj, has slammed the latest price hike in CNG, saying competitive pricing of diesel and CNG will be detrimental to the environment. He also suggested that "vested interests" in the diesel lobby may be behind the sudden hike. In an exclusive interview with TOI, Bhardwaj said the AAP government is trying hard to roll back the hike and has already met some CNG companies.
"The CNG price should have been kept low because it is environment-friendly. Even when CNG was cheaper, many people were not keen on buying it. Now its price has been increased to such an extent that most people will switch to diesel. That will be disastrous for the environment. There are no two ways about it," Bhardwaj said on Monday. He added that an announcement on the CNG issue is likely on Tuesday.
Centre for Science and Environment (CSE) also questioned Veerappa Moily's intentions. Moily is the Union minister for petroleum and natural gas. "We would like to ask Mr Moily why he has raised the price of a green fuel without hiking the price of a polluting fuel-diesel? This has almost destroyed the price advantage of CNG over diesel. Who is he protecting, the environment or the ministry?"
CNG now costs Rs 50.1 per kg in Delhi, Rs 56.7 per kg in Noida, Greater Noida and Ghaziabad, while diesel is priced at Rs 53.78 per litre. "The mileage given by 1kg of CNG is different from that given by 1l of diesel. Also, you burn more CNG so it needs to be cheaper," said Vivek Chattopadhyaya, a researcher at CSE. "The government does not have a fiscal policy to directly promote CNG use in cities. It should prioritize CNG and have a fuel policy that makes CNG price much less than diesel for required allocation in the transport sector. Another issue is that petrol and diesel may cost the same at refinery but the excise duty on use of diesel by cars is much less. The government incurs revenue losses because of this," added Vivek.
Bhardwaj had a similar view. "I think the government should do something to regulate CNG prices. The Centre should provide subsidies on CNG for the environment, not just for the people." he said.
World Health Organization (WHO) last year classified diesel engine exhaust as a carcinogen-a substance that causes cancer. International Agency for Research on Cancer (IARC) suggested that exposure to diesel exhaust could cause lung cancer and is linked to bladder cancer.

RIL to increase KG-D6 gas output
NEW DELHI: Reliance Industries will add about 1-3 million standard cubic meters per day of gas production at its eastern offshore KG-D6 fields this month as it begins the process of reversing the trend of falling output.
RIL and its partners BP plc of UK and Canada's Niko Resources have spud the seventh well on the MA oil and gas field in the KG-DWN-98/3 or KG-D6 block in Krishna Godavari basin.
The well, MA-8, is likely to be put on production this month, sources with direct knowledge of the development said.
MA-8 is projected to produce a minimum of 1 mmscmd and a maximum of 3 mmscmd, they said.
At 3 mmscmd, MA-8 will be RIL's biggest gas producer well on KG-D6 currently.
Production at KG-D6 has dropped to just about 12 mmscmd and MA-8 will help reverse the falling trend of last three years.
The current output is made up of about 8.5 mmscmd from Dhirubhai-1 and 3 (D1&D3) gas field and about 3.3 mmscmd from the MA field in the same block.
Sources said RIL is also repairing a third of the wells shut at its main D1&D3 gas field to boost output by March.
RIL had to shut 10 out of the 18 producing wells on D1&D3 due to sand and water flooding.
It had also shut two of the six wells at the MA field due to high water and sand ingress. MA-8 will be the seventh well on the field.
The KG-D6 fields, which began gas production in April 2009, hit a peak output of 69.43 mmscmd in March 2010 before water and sand ingress shut down well after well.
D1&D3, the largest of the 18 gas discoveries in the KG-D6 block, produced 66.35 mmscmd, while 3.07 mmscmd was the output from the MA field, the only oil discovery on the block.
Besides the fall in output from D1&D3, gas production from the MA field, which had hit a peak of 6.78 mmscmd in January 2012, has dropped.
Of the current gas production from KG-D6, 11.7 mmscmd was sold to urea manufacturing fertiliser plants and the remaining consumed by the pipeline that transports the KG-D6 gas, sources said.
The company has so far made 18 gas and one oil discovery in the Krishna Godavari basin block in Bay of Bengal. While the lone oil find, MA went on stream in September 2008, D1&D3 were put on production in April 2009.

Shell to have 30% stake in GAIL’s Kakinada LNG project
New Delhi, Nov 24:
Royal Dutch Shell, Europe’s largest oil company, is likely to take a 30 per cent stake in GAIL India Ltd’s proposed floating liquefied natural gas import terminal project at Kakinada in Andhra Pradesh.
Shell last year had announced plans to build a floating LNG of up to 5 million tonnes per annum capacity off Kakinada coast in a JV with Anil Ambani Group firm Reliance Power.
But Reliance Power earlier this year exited the project and now Shell has decided to join the GAIL-led project which was announced in 2011.
Sources privy to talks said Shell, GAIL and the AP government are talking about the possible equity structure.
Shell, they said, may take 30 per cent stake. Europe’s largest LNG importer GDF Suex UK with whom GAIL originally planned the Kakinada terminal will take 26 per cent.
The remaining 44 per cent will be held by Andhra Pradesh Gas Distribution Corp Ltd a company jointly promoted by GAIL Gas Ltd and Andhra Pradesh Gas Infrastructure Corp Pvt Ltd. GAIL Gas is wholly-owned subsidiary of GAIL India.
When contacted, a Shell India spokesperson said: “Shell can confirm that the company is in exploratory discussions with GAIL and other potential partners on the Kakinada LNG project. As the discussions are still preliminary, we cannot comment on any specifics at the moment.”
Sources said the Floating Storage and Regasification Unit in offshore Andhra Pradesh will be commissioned by 2015.
The import terminal would have a 3.5-5 million tonnes per annum capacity and will be used to cater to gas demand in Andhra Pradesh and neighbouring states.
While Shell already operates a 5 million tonne LNG import facility at Hazira in Gujarat, GDF Suez is present in India in the natural gas business since 1997, with a 10 per cent stake in Petronet, the owner of LNG import terminals in Dahej and Kochi. FSRU is a faster and low-cost solution for LNG importation. This is the first of its kind in India.
Kakinada is also the landfall point of billionaire Mukesh Ambani-led Reliance Industries’ flagging KG-D6 gas fields in the Bay of Bengal, and a near 1,400-km line carries the fuel from to consumption centres in the west.
The continuing fall in KG-D6 output has triggered a rush for setting up of LNG import facilities to meet the growing energy demands.
Petronet LNG - the nation’s largest importer of gas in its liquid form in ships - too is building a 5 million tonne facility at Gangavaram in Andhra Pradesh by 2016.
In intervening period to the construction of the Rs 4,000 crore Gangavaram terminal, Petronet plans to hire a floating LNG terminal to begin imports of fuel immediately.
State refiner Indian Oil Corp also is doing a front-end engineering and design study for a terminal at Ennore in Tamil Nadu.

Survey feedback: The intervention provides data and information to the managers. Information on Attitudes of employees about wage level, and structure, hours of work, working conditions and relations are collected and the results are supplied to the top executive teams. They analyse the data, find out the problem, evaluate the results and develop the means to correct the problems identified. The team are formed with the employees at all levels in the organization hierarchy i.e, from the rank and file to the top level.
Process Consultation : The process consultant meets the members of the department and work teams observes thie interaction, problem identification skills, solving procedures et. He feeds back the team eith the information collected through observations, coaches and counsels individuals & groups in moulding their behavior.
Goal setting and planning : Each division in an organization sets the goals or formulates the plans for profitability. These goals are sent to the top management which in turn sends them back to the divisions after modification . A set of organization goals thus emerge there after.
Managerial grid: This identifies a range of management behavior based on the different ways that how production/service oriented and employee oriented states interact with each other. Managerial grid is also called as instrumental laboratory training as it is a structured version of laboratory training. It consists of individual and group exercises with a view to developing awareness of individual managerial style interpersonal competence and group effeciveness. Thus grid training is related to the leadership styles. The managerial grid focuses on the observations of behaviour in exercises specifically related to work. Participants in this training are encouraged and helped to appraise their own managerial style.
There are 6 phases in grid OD:
First phase is concerned with studying the grid as a theoretical knowledge to understand the human behavior in the Organization.
Second phase is concerned with team work development. A seminar helps the members in developing each member’s perception and the insight into the problems faced by various members on the job.
Third phase is inter group development. This phase aims at developing the relationships between different departments
Fourth phase is concerned with the creation of a strategic model for the organization where Chief Executives and their immediate subordinates participate in this activity.
Fifth phase is concerned with implementation of strategic model.. Planning teams are formed for each department to know the available resources, required resources, procuring them if required and implementing the model Sixth Phase is concerned with the critical evaluation of the model and making necessary adjustment for successful implementation.
Management by Objectives (MBO) is a successful philosophy of management. It replaces the traditional philosophy of “Management by Domination”. MBO led to a systematic Goal setting and Planning. Peter Drucker the eminent management Guru in 1959 has first propagated the philosophy since then it has become a movement.
MBO is a process by which managers at different levels and their subordinates work together in identifying goals and establishing objectives consistent with Organizational goals and attaining them.
Team building is an application of various techniques of Sensitivity training to the actual work groups in various departments. These work groups consist of peers and a supervisor.
Sensitivity training is called a laboratory as it is conducted by creating an experimental laboratory situation in which employees are brought together. The Team building technique and training is designed to improve the ability of the employees to work together as teams.
Job enrichment is currently practiced all over the world. It is based on the assumption in order to motivate workers, job itself must provide opportunities for achievement, recognition, responsibility, advancement and growth. Job enrichment is currently practiced all over the world. It is based on the assumption in order to motivate workers, job itself must provide opportunities for achievement, recognition, responsibility, advancement and growth. The basic idea is to restore to jobs the elements of interest that were taken away. In a job enrichment program the worker decides how the job is performed, planned and controlled and makes more decisions concerning the entire process.

Separation. We must recognize when it is more productive for the client and consultant to undertake other activities, and when continued consultation is counterproductive. A lot of people criticise train travel, and say it's not what it used to be. But it can still be a fast, often inexpensive form of transport, not only between cities, but between countries. Like anything else, though, you need to think a little to keep yourself safe in the station and on the train. However, by putting a few simple rules into practice, you can ensure a pleasant, trouble-free journey.
At The Station
Pay attention to the timetables. They can often change without warning, and trains can be delayed. Stay on the main concourse or in the waiting room until it is close to the time for your train. Not only will it be warmer than a draughty platform, with more people around, it'll be safer. Try never to be alone on a platform, especially at night. These days all stations are equipped with CCTV, but it's better not to take chances.
Keep your luggage with you at all times in the station. That might seem obvious, but all too often people walk away to check something, return and find their belongings stolen. All your important papers and cash should be kept on you, and should be secure. A wallet in a back pocket can quickly become a pickpocket's target. Women should make sure their handbags are closed or zipped, and if the strap allows, carry them across your body. Finally, if you see unattended luggage, or anything that might seem suspicious, report it immediately.

Employers must ensure that no worker uses, stores, or allows any other person to use or store any hazardous substance in a laboratory if the container (including bags, barrels, bottles, boxes, cans, cylinders, drums and reaction vessels) does not meet the following labeling requirements in OSHA’s Hazard Communication standard [29 CFR 1910.1200(f)(1)]:
The identity of the chemical and appropriate hazard warnings must be shown on the label.
The hazard warning must provide users with an immediate understanding of the primary health and/or physical hazard(s) of the hazardous chemical through the use of words, pictures, symbols, or any combination of these elements. The name and address of the manufacturer, importer or
other responsible party must be included on the label. The hazard label message must be legible, permanently
displayed and written in
English.Portable (Secondary) Container Labels
Often, laboratory operations require transferring chemicals from the original labeled container into a secondary container (e.g., beaker, flask, or bottle). Portable containers must comply with the labeling requirements listed above if any of the following events occur: The material is not used within the work shift of the individual who makes the transfer.
The worker who made the transfer leaves the work area. The container is moved to another work area and is no longer in the possession of the worker who filled the container.

Backgrounder
The principal aim of National Forest Policy, 1988 is to ensure environmental stability and maintenance of ecological balance including atmospheric equilibrium which are vital for sustenance of all life forms, human, animal and plant. The derivation of direct economic benefit must be subordinate to this principal aim. The basic objectives of the Forest Policy 1988 are given at Annexure. There is no proposal presently to review the National Forest Policy, 1988 since the National Forest Commission in its report published in 2006 has recommended that there is no need to change the National Forest Policy, 1988.
Since, inception of the Forest Policy 1988 the forest and tree cover in the country has increased from 19.7 % of geographical area (State Forest Report, 1987) to 23.4 % of the geographical area (State Forest Report, 2005) and is indicative of the facts that the forest policy prescriptions are helping gradually towards achieving environmental stability and maintenance of the ecological balance. The major achievements of National Forest Policy, 1988, inter alia, are as follows:
· Increase in the forest and tree cover.
· Involvement of local communities in the protection, conservation and management of forests through Joint Forest Management Programme.
· Meeting the requirement of fuel wood, fodder minor forest produce and small timber of the rural and tribal populations.
· Conservation of Biological Diversity and Genetic Resources of the country through ex-situ and in-situ conservation measures.
· Significant contribution in maintenance of environment and ecological stability in the country.
The basic objectives that should govern the National Forest Policy- are the following:
· Maintenance of environmental stability through preservation and, where necessary, restoration of the ecological balance that has been adversely disturbed by serous depletion of the forests of the country.
· Conserving the natural heritage of the country by preserving the remaining natural forests with the vast variety of flora and fauna, which represent the remarkable biological diversity and genetic resources of the country.
· Checking soil erosion and denudation in the catchments areas of rivers, lakes, reservoirs in the “interest of soil and water conservation, for mitigating floods and droughts and for the retardation of siltation of reservoirs.
· Checking the extension of sand-dunes in the desert areas of Rajasthan and along the coastal tracts.
· Increasing substantially the forest/tree cover in the country through massive afforestation and social forestry programmes, especially on all denuded, degraded and unproductive lands.
· Meeting the requirements of fuel-wood, fodder, minor forest produce and small timber of the rural and tribal populations.
· Increasing the productivity of forests to meet essential national needs.
· Encouraging efficient utilisation of forest produce and maximising substitution of wood.
· Creating a massive people’s movement with the involvement of women, for achieving these objectives and to minimise pressure on existing forests.

Environmental load increases with increasing population and rapid economic growth. Growth should be environmentally benign and sustainable. Monitoring and timely actions for mitigation of negative environmental impacts are important. Greater environmental awareness, appropriate policies and regulatory mechanisms are important means to ensure these considerations in development.Forests
Forest cover of India is 67.71 million ha, which is 20.60% of its geographical area. Of this, 5.46 million ha (1.66%) is very dense forest, 33.26 million ha (10.12%) is moderately dense and the rest 28.99 million ha is open including 0.44 million ha of mangroves. The policy target is to have 33% forest and tree cover ultimately which will require additional coverage of 16 million ha.Wildlife
Sanctuaries and National Parks showcase biodiversity and require specific measures for preservation. There are 96 National Parks and 509 Wildlife sanctuaries declared for the protection of wildlife habitats. The total area of 15.7 million ha, which is about 4.78% of the geographical area of the country covering about 20% of the total forests is maintained under the protected area network.Climate Change
Global Climate Change due to rising levels of Green House Gases (GHGs) in the atmosphere is one of the most serious environmental concerns of our time. Since Global warming depends upon the total stock of GHG in the atmosphere, continued emissions beyond the earth’s absorptive capacity necessarily imply a rise in temperature. If emissions are stabilized at present level, a warming of about 0.2oC per decade is projected by Inter Governmental Panel on Climate Change (IPCC). Many Regions in India are highly vulnerable to natural and other disasters on account of geological conditions. About 60% of the landmass is susceptible to earthquakes and over 8% is prone to floods. Of the nearly 7500 kilometers of coastline, approximately 5700 kilometers is prone to cyclones. About 68% area is susceptible to drought.Disaster Management

- Devising plans for the improvement of Environment and Forestry activities, this involves the following tasks:
- Formulation of Five Year Plans, Annual Plans, processing reports and evaluation.
- Identification of thrust areas that need specific attention and Follow up actions.
- Identification of policy directions, major strategies and thrust areas for inclusion in the approach documents of the Planning Commission. - Preparation of background notes Finalization of approaches, policies, strategies, targets, investment priorities etc. in the context of formulation of Five Year Plans with concerned Central Departments/Ministries.
- Performance Review (PR) of Financial/Physical Performance of the concerned Ministry Plan Schemes, Initiatives and Follow-up.
- Review and monitoring the performance of State and Central Pollution Control Boards and gives directions for their effective reach.
- Promotes Clean Development Mechanisms (CDM) among the Industrial sectors and Public Entrepreneurs in order to reduce GHG emissions and thereby involving in Carbon trading which leads to the development of sustainable energy development.
- Crafting Weather Insurance program for the farmers of the country which may lead to an ultimate solution for the crop insurance.

What are particulates?
Particulate matter is the name given to solids or liquids that are distributed in a gas. In the workplace, most often the term "particulates" refers to particles, dust, mist or fume that has become suspended in the surrounding air. The hazard with airborne particulates is that a person may breathe in the chemical that, may have ill effects on an individual's health.What are the parts of the respiratory system that can be affected?
The diagram below shows the parts of the respiratory system. It can divided in two systems - the upper airway passages and the lower airway passages. The upper airway passages includes the nose, nasal passages, mouth and the pharynx down to the vocal cords in the larynx (voice box or "Adam's apple"). The lower airway passages start at the vocal cords, extend down the trachea (windpipe) and continue all the way down to the small air sacs, (alveoli) at the end of every branch of the bronchial tree. The bronchial tree includes the trachea, the bronchus (branches of the trachea going to each lobe of the lung), and bronchioles (branches of the bronchi).How are particulates deposited in the lungs?
Inhalation is the most important route of exposure in the workplace. When particles are in the air, there is the chance that you will inhale them. How far the particle gets in the air passages of the respiratory system, and what it does when it is deposited, depends on the size, shape, and density of the particulate material. The "what happens" also depends on the chemical and toxic properties of the material.Particles are deposited in the lungs by one of four different ways: interception, impaction, sedimentation, and diffusion.
Interception: A particle is intercepted or deposited when it travels so close to a surface of the airway passages that an edge of the particle touches the surface. This method of deposition is most important for fibres such as asbestos. The fibre length determines where the particle will be intercepted. For example: fibres with a diameter of 1 micrometre (µm) and a length of 200 µm would be deposited in the bronchial tree.
Impaction: When particles are suspended in air, they have a tendency to travel along their original path. When there is a bend in the airway system, for example, many particles do not turn with the air but rather impact or stick to a surface in the particles' original path. The likelihood of impaction depends on the air velocity and the particle mass. Typically, most particles greater than 10 µm (aerodynamic diameter) are deposited in the nose or throat and cannot penetrate the lower tissues of the respiratory tract. Aerodynamic diameter is the diameter of a spherical particle that has the same settling velocity as another particle regardless of its shape, size or density. Using aerodynamic diameters allows occupational hygiene specialists to compare particles of different sizes, shapes and densities in terms of how they will settle out of the air flow stream.
Sedimentation: As particles travel through air, gravitational forces and air resistance eventually overcome their buoyancy (the tendency for the particle to stay up). The result is that the particles will settle on a surface of the lung. This type of deposition is most common in the bronchi, and the bronchioles. Sedimentation is not an important factor when the aerodynamic diameter of the particle is less than 0.5 µm.
Diffusion: The random motion of particles is similar to gas molecules in the air when particles are smaller that 0.5 µm. When particles are in random motion, they deposit on the lung walls mostly by chance. This movement is also know as the "Brownian motion". The smaller the particle size, the more vigorous the movement is. Diffusion is the most important mechanism for deposition in the small airways and alveoli. Very fine particles 001 µm or smaller are also trapped in the upper airway.

In general, particles having an aerodynamic diameter of greater than 10 µm are deposited in the nasopharyngeal region (upper airway passages - nose, nasal cavity and throat) largely by impaction. This mechanism is prominent because of the high air speed and the many turns in the nasopharyngeal air way. The changes in airflow direction cause many particles to hit the walls of the air passage and so the particles deposit or settle in this region.Smaller particles with an aerodynamic diameter of about 0.003 to 5 µm are deposited in the tracheobronchial and alveolar regions. Sedimentation is the most common method because at this point the air has slowed enough for particles to "settle" out.
When the air gets to the alveolar region (the lower lung area), it has slowed even more. The air is essentially calm. Particulates that make it this far into the lungs are usually 0.5 µm or smaller.
They enter the lung essentially by randomly landing on the membrane or other parts of the lung.
Because different sized particles deposit in different areas of the lung, nose or throat, the American Conference of Governmental Industrial Hygienists (ACGIH) is recommending that the concept of particle size-selective limits be incorporated in their occupational exposure limits, the Threshold Limit Values (TLVs). The ACGIH uses the terms inhalable, thoracic, and respirable particulate mass for TLVs for particulates that are hazardous when inhaled.
- Inhalable Particulate Mass-TLVs are for materials that are hazardous when deposited anywhere in the respiratory tract.
- Thoracic Particulate Mass-TLVs are assigned to materials that are hazardous when deposited anywhere within the lung airways and the gas-exchange region (the lower airways passages).
- Respirable Particulate Mass-TLVs are for particulates that are small enough to reach the gas exchange region and are hazardous only if they are deposited in that region.
