The summary of the identified hazardous & municipal solid waste sites for implementation under this project in two States of Andhra Pradesh and West Bengal is as under:
Noor Mohammad Kunta (Hazardous Waste Site) inAndhra Pradesh:
Noor Mohammad Kunta is a small surface water body (13.96 ha-actual, 7.95 ha as per EPTRI Report, 1997) in the midst of industrial area and adjoining NG Ranga Agricultural University Rajendranagar Municipality of Hyderabad with its catchment area of 175 ha. consisting of industrial, commercial, residential and agricultural areas, plus two feeder channels.  It is severely contaminated with pollution from Katedan Industrial Estate and nearby residential pockets.
Noor Mohammed Kunta
Most of the pollution comes from textile production - particularly the dyes used in production and the Kunta site is notoriously known as the Pink Pond due to its bright pink tint. The study report reveals high concentration of heavy metals in the lake including Lead, Copper, Chromium, Zinc, Iron, Nickel, Maganese etc.  Bacteriological  analysis indicates that the Total Coliform count (MPN) is much higher (174 to 640 MPN/100ml) than the permissible limits of drinking water.
The presence of high levels of non-biodegradable elements can be attributed to high levels of chemical pollutants from the industrial effluents. Contaminate soil, surface and ground water under to Kunta poses severe risks to residents and cattles.

Hooghly Site  (a cluster of Seven Hazardous Waste Site near Kolkata) inWest Bengal:
Ashalata Brickfield (HW-1); Minu Computer Weighbridge access road (HW-2); Shivang Trexim & Sree Balaji Veneers Access Road (HW-3); Pashupati Seong (HW-4); Access road south of Sarkar Bridge (HW-5); Zenith Timbers access road (HW-6); and Near Shivam Gases - Chakundi (HW-7) are the seven dumpsites in Hooghly district about 40 KM North of Kolkata spread over 15 km long stretch along Kolkata-Delhi Road containing highly toxic chromium have contaminated the soil and surface water media.  The waste dumped is generated as sludge from manufacturing of Basic Chromium Sulphate (BCS) and its source is likely to be the three basic chromium sulphate manufacturers in the area namely, Indotan Chemicals, Bajaj Chemicals and Alhrome.
Shivang Trexim Site
The study report highlights the monitoring analysis carries out by National Productivity Council to assess the extent and severity of contamination in the region in the year 2006.  The concentration of chromium in soil is found to be quite significant. Surface water in the surrounding pond adjacent to these sites was also observed to be contaminated.
The waste present at the sites contains leachable constituents as identified in the Toxicity Characteristics Leaching Procedure (TCLP) tests and continue to contaminate the surface water and long term potential to contaminate ground water too. The risk to the community and ecology is evident and thus, the study recommends to develop a remediation plan with an objective of containing the contamination and providing conditions conducive for natural attenuation.
Municipal Solid Waste Site in Kadapa Town of Andhra Pradesh:
This site is located in Ukkayya Palli 3 km away from Kadapa town at Patha Kadapa where 10.85 acres of land is used for open dumping since 1988. The distant between human habitation and the dump yard is less than half a kilometer. The site is basically municipal solid waste dump site and is ready for taking up for rehabilitation and  improvement works. The estimated volume of waste disposed is around 1,11,000 tonnes and the age of the fill is around 20 years

Municipal Solid Waste Site - Dhapa in Kolkata of West Bengal:
The site is 10 kilometers away from the city adjacent East Kolkata Wetlands, only Ramsar site in West Bengal. The site is extended in East and West directions covering an area of 70 acres divided into two parts i.e. 23 acres in  Western side used for dumping by Kolkata Municipal Corporation and the remaining 47 acres on Eastern side as land filling by the Private Sector.  At present the layers of the waste disposed reached the height of 17 meters thickness.

The two sites are open dumps produce leachate which may potentially contaminate  the northern side of the dump area posing  risk to aquatic flora and fauna in the near by streams and adjoining population. The study proposes remediation of the Western part of the dump site i.e. 23 acres initially, which has already been filled-up for the last 10 years. The estimated volume of waste dumped is around 14,40,000 tonnes.
Project Components
Project investments are organized in the following components:
Component 1- Strengthening of Environmental Institutions:  Building Capacity for addressing pollution remediation at state: The objective of this component is to strengthen and integrate the institutional framework, including regulatory policies, management practices, compliance incentives, and performance guidelines, for central and state governments in the remediation of polluted sites.
  • Sub-component 1.a: National Program for the Rehabilitation of Polluted Sites: This sub-component will support the MOEF in the development of the National Program for Rehabilitation of Polluted Sites (NPRPS)

  • Sub-component 1.b: Environmental Compliance Assistance Centers (ECACs): This sub-component will support the establishment of ECACs in the states of AP and WB to pro-actively promote and assist industries with environmental compliance in pollution management

  • Sub-component 1.c: Institutional Capacity Building of State Pollution Control Boards: This sub-component will focus on providing technical assistance and building technical knowledge and skills of SPCBs in conducting risk assessments and guiding remediation actions and for inventorying and characterization of hazardous waste and illegal dumpsites, assessment and preparation of priority contaminated sites, and regulatory best practices and incentive based approaches and stakeholder involvement.
Component 2 - Investments in Priority Remediation and Environmental Improvements: Rehabilitation of legacy hazardous waste sites:   The component will demonstrate remediation which minimizes to acceptable and safe levels the environment and health risks by containing the migration of the heavy metal and chemical bearing of contaminated soil and groundwater. This component will support AP and WB in the development and implementation of area-based plans which include remediation of orphan polluted sites and/or old municipal dumps (two in each state listed below) and measures for overall environmental improvements in the area and better compliance of the nearby industrial units:

  • Site A: Remediation of Noor Mohammad Kunta, Katedan Industrial Area (KIE) in Ranga Reddy District, Andhra Pradesh
  • Site B:  Remediation of the Dumpsite in Kadapa, Andhra Pradesh
  • Site C: Remediation of Dhapa - old municipal dump site adjacent to East Kolkata Wetlands, West Bengal
  • Site D: Remediation of seven (7) chemically contaminated sites in the District of Hooghly, West Bengal
